India is not working well as a federation. Her central government is too intrusive, while local governments are not fully accountable to the people. The whole system has become a way of sharing the spoils and a power grab arrangement among political parties. The Indian voter wants nothing more than local independence and control.

The biggest problem is structural. India lacks an institution, like the U.S. Senate, that gives people of each state a direct and equal say in governance. India’s Rajya Sabha is nothing but an assembly of handpicked party loyalists. Here’s proof…
